In a Nutshell: 
The Initiative of International Green Model City (IGMC), a greener and low-carbon city (town) development plan with high jumping-off point, was launched by GFHS at the headquarters of the United Nations in April 2011. It mainly features in combining low-carbon city development with green economy and culture.
Where and When: 
GFHS has successively signed the framework agreement on the IGMC pilot project with Guiyang, Guizhou Province (2011), Taizhou, Jiangsu Province (2013) and Dezhou, Shandong Province (2014), China. GFHS also reached a preliminary agreement on the IGMC pilots located at Tengzhou, Shandong Province, and Bozhou, Anhui Province, China (2015).
Challenges: 
■We are facing the serious challenges of climate change and environmental pollution. Especially, the building energy consumption takes up 30-40% of the whole society, and its greenhouse gas emission comprise 1/3 of total GHGs while transportation comes second. ■In developing countries, including China, the extensive economic growth model, sprawling urban development and highly energy-consuming buildings are not sustainable.. For example, the average Chinese building life span is only 30 years. ■Property bubble, lack of cultural uniqueness, single function and high vacancy rate of property industry calls for a sustainable and mixed-use plan.
Innovation: 
■The IGMC standards include 12 principles, 84 indicators and corresponding strategies and measures with an authentication rating system to guide IGMC pilots planning and construction. 12 principles: Net Zero Carbon, Zero Waste, Sustainable Environment, Green Planning + Design, Green Transportation and Linkages, Green Infrastructure, Green Building, Green Economy, Green Living, Harmonious Society, Culture and Heritage, Smart Community. ■Mixed-use planning will be conducted in IGMC pilots which integrate “green economy, commerce, culture, education, residence and matched public services” in one system. ■The IGMC advocated a project management system comprised of chief planner, chief engineer, and chief cultural official
Concept: 
Every IGMC pilot will meet the goals of net zero carbon and zero waste by the 9th year after the project is launched. ■IGMC pilots are committed to building cities with green economy cluster, low-carbon residential area, recreational place for health and business and inclusive and harmonious community, and building homes for the people who have access to excellent ecology, good living, stable and prosperous industry, and enjoy a high quality of spiritual life. ■ In line with the “National New-Type Urbanization Plan (2014-2020)”, IGMC initiative is expected to become the demonstration project of the new-type urbanization in China. ■ It mainly features in combining low-carbon city building with green economy and culture. It will duly serve as a model to motivate forward-looking governments, enterprises and social forces to work together to explore new-type urbanization and support the UN Agenda in response to Sustainable Urbanization and climate change.
Description: 
The International Green Model City (IGMC) embodies a greener and low-carbon city (town) development plan with high jumping-off point. With the support of UNEP and other international organizations, it will duly serve as an innovative model to motivate forward-looking governments, enterprises and social forces to work together to explore a new-type urbanization which contributes to building sustainable cities and tackling climate change. ■IGMC initiative has already been registered at the United Nations secretariat as an important commitment to Rio+20, and has become a substantial action to implement 2030 Agenda for Sustainable Development at local level. ■The IGMC standards include 12 principles, 84 indicators and corresponding strategies and measures with an authentication rating system to guide IGMC pilots planning and construction. These principles are consistent with the 2030 Agenda for Sustainable Development and embody a commitment to sustainable cities and human settlements. ■IGMC pilots will be firstly launched in developing counties. There are three types of IGMC pilots: New projects import IGMC standards from site selection, Existing projects import IGMC standards halfway, Urban renewal projects import IGMC standards from the beginning. IGMC pilot requires us to establish a government-led, market-oriented and professional institutes-guided linkage mechanism with engagement from the public and relevant stakeholders to achieve the balance of economic, social and environmental benefits. ■Investment model: Enterprises will be responsible for investments and government will provide preferential policy support. PPP model will be used in infrastructure construction of new site projects and land development. ■ Furthermore, the Strategic Cooperation Agreement on CRREG (China Railway Real Estate Group Co., Ltd) IGMC Pilots was successfully signed in Shanghai on July 21, 2014.
Impacts: 
For the local government: it will increase the annual turnover and tax payment, attract more tourists and visitors per year, create more jobs and improve the employment rate, while facilitates the upgrade and transformation of the traditional industry and contributes to sustainable human settlements,. For the local residents: they can access to excellent ecology, good living, stable and prosperous industry and enjoy a high quality of spiritual life.
