Urban Thinker Campus in Yogyakarta : Improving Urban Riverside Settlement Through Cultural and Community-led Approach

As a concrete step toward the implementation of New Urban Agenda commitments in Indonesia as well as to ensure community engagement in this process, Huairou Commission together with YAKKUM Emergency Unit (YEU) will hold Urban Thinkers Campus on 22 August 2017, located in Duta Wacana Christian University Yogyakarta Indonesia. Under Medium-Term National Development Plan 2015-2019, the Government of Indonesia has committed to an ambitious target of eliminating slums and achieving universal access to safe water and sanitation by 2019, popularly known as target 100-0-100 (100 percent household access to clean water supply; zero slums; and 100 percent household access to safe sanitation). In order meet these targets, the GoI has launched sectoral platforms of service delivery in urban and rural water, sanitation and slum upgrading. For achieving the target of zero percent slums, they have established the National Slum Upgrading Program which popularly known in Indonesia as KOTAKU (stands for Kota Tanpa Kumuh/City without Slums). One of the target areas for KOTAKU is high density riverbanks settlements. Most of these areas are characterized by substandard housing, inadequate access to basic urban infrastructure and services (water, sanitation, roads etc.), poor health, and also high-risks to everyday disasters. Therefore, KOTAKU cannot be achieved without community engagement and multi-stakeholders collaboration.

A series of urban thinkers sessions, urban labs, group discussion, and also exhibition on urban development design will be held as an open space for dialogue and collaboration. This event aims to share commitment of roles and responsibility of community, academe, government and civil society organisations in improving the quality of housings and settlement in riverside areas as well as to identify operational strategies to achieve “City without Slums” program without neglecting community’s cultural aspect.
